About the National Film and Sound Archive

The National Film and Sound Archive of Australia (NFSA) is Australia’s audiovisual archive, telling the national story by collecting, preserving and sharing audiovisual media, the cultural experience platforms of our time. The collection itself dates back to 1935, making it one of the world’s oldest audiovisual collections. It is also one of the country’s most used cultural collections, with around 125 million views of collection content each year. The NFSA is in a period of significant change. Following increased Government investment, the institution is in a process of digital transformation, establishing the NFSA as Australia’s most dynamic and valued cultural organisation. We are rebuilding our curatorial workforce and developing the NFSA’s capacity to digitise our collection at scale – to preserve it for the future, to make sure it can be discovered, and to share it with all Australians.

We continue to work on developing a stable, secure and future-proof workforce across our four physical sites based in Canberra and Mitchell in the ACT as well as in Sydney and Melbourne.

We are also undergoing a program of business improvement for many of our corporate systems to improve efficiency and reduce manual handling.

About the Team 

Our Workforce and Culture (W&C) Team is a critical part of the NFSA’s transformation. The team partners with managers across the organisation to achieve our strategic goals, with deep networks and a strong partnership approach to all of its functions. 
The team delivers all elements of Human Resources to the NFSA including workforce planning, payroll, learning and development, Work Health, and Safety (WHS), wellbeing, recruitment, performance management, employee relations (ER), industrial relations (IR), and HR reporting. The team is responsible for leading and managing NFSA’s current and future workforce, including driving the strategic future growth and culture of the NFSA.   

The Opportunity

The Head of Workforce and Culture works closely with the CEO, Deputy CEO and Senior Executive team to ensure that the NFSA’s HR operational and strategic requirements are met. The role is integral to the implementation of an ambitious change program, leading institutional culture, influencing the future direction of the NFSA workforce and building a committed and high performing team. This is a repositioned and expanded role that responds to recent growth in the NFSA’s funding and workforce.  
Reporting directly to the Deputy CEO, this position is also responsible for:     

  • extending our existing training activities
  • investing in bespoke professional development for NFSA staff (beginning with our EL cohort)
  • ensuring that we have the management, operational and strategic skills we need to deliver an ambitious work agenda

In addition, the Head of Workforce and Culture is tasked with improving and renewing our HR systems, to make sure they are fit for purpose and for the first time, develop and implement a workforce strategy to make sure we are planning for our long-term future.  

Please note: This recruitment process is intended to fill both current and future vacancies. While the position on offer is non-ongoing, a merit pool of suitable applicants may be established to fill similar ongoing and non-ongoing positions within the next 18 months.

Job Description

Key Responsibilities 

Under supervision, this position is responsible for delivering the following functions:

  • Manage a committed and skilled team to deliver ongoing Workforce and Culture functions.
  • Develop and implement a long-term workforce strategy for NFSA, including developing initiatives to attract and retain high performing individuals with a particular focus on people from First Nations backgrounds.
  • Work with the NFSA Senio Executive team to develop an exemplary and sector-leading professional culture for the agency. 
  • Represent NFSA in professional fora and maintain networks with industry peers. 
  • Partner with NFSA business owners to ensure NFSA workforce is fit for purpose and supported to deliver outcomes. 
  • Build a program of targeted professional training for the NFSA workforce. 
  • Ensure NFSA has appropriate policies and procedures in place to comply with employment and workplace relations legislation, APS policies and APSC better practice. 
  • Provide high level strategic advice, sound management oversight and overall responsibility for the delivery of HR functions. 
  • Manage industrial matters and ensure organisational compliance with relevant industrial requirements. 

Selection Criteria 

The successful candidate will demonstrate their capacity against the following: 

  1. Well-developed understanding of HR policy and legislation including ability to implement effectively in an APS context. 
  2. Highly developed leadership skills, including extensive experience in building, developing and managing expert teams to deliver high quality results. 
  3. Proven capacity to identify opportunities for improvement, provide high quality strategic advice to senior executive staff and to implement solutions.
  4. Highly developed negotiation and communication skills, including the ability to represent the agency, and build and maintain a strong network of stakeholder relationships. 
  5. Strong understanding of, and commitment to, the principles of Workplace Health and Safety as they apply to an audiovisual cultural institution.

  • •    Tertiary qualifications in human resources or a related discipline and/or equivalent professional experience.

The NFSA has a framework in place to minimise the risk of exposure to risks relating to collection material, and to prepare our staff for any hazards they may come across.
